The Fourth Council of China Communications Standards Association (CCSA) held its 3rd Session on October 25, 2017. 35 members and plenipotentiaries of the Council, nine members of CCSA Strategic Guiding Committee, related department leaders from MIIT and SAC attended the meeting. Mr. Xi Guohua, CCSA Honorary Chairman and Chairman of CCSA Strategic Guiding Committee attended the meeting and delivered address.
Mr. Xi Guohua pointed out that CCSA held this meeting just after the closing of the 19th CPC National Congress, which is a concrete embodiment to the implementation of the “spirit of the 19th CPC National Congress”, he asked all the members of CCSA Council to plan a blueprint for CCSA’s development in the background of the new era. The 19th CPC National Congress put forward many grand strategies with great importance and far-reaching effects. The report of the 19th CPC National Congress mentioned ICT many times, one time for big data, two times for digital, three times for smart, four times for informatization and Internet, nine times for network, which indicated that China attaches great importance to ICT industry. We have to study the “spirit of the 19th CPC National Congress” seriously and use it to guide our practice, to promote our work. We have to remain true to our original aspiration, keep our mission firmly in mind and work hard to put our standardization work forward.
Mr. Xi emphasized that CCSA has three main works. Firstly, to promote the development of society and economy, focusing on standardization central task and serving overall development of economy. Secondly, to treat member units as root, service as base while serving its members, to develop standards with high quality and high standard to meet member’s need and help their development. Thirdly, to expand CCSA while its development. CCSA has to establish a win-win cooperation concept to strengthen its communication with fora, alliances and vertical industries and use their respective advantages to develop standards together, which will promote industrial transformation and upgrading.
During the meeting, Mr. Yang Zemin, Vice Chairman and Secretary-General of CCSA, introduced “Outline of CCSA strategic development” briefly, and explained several important strategic measures, including proposal to increase the number of Vice Chairman of CCSA Council, to attend European Multi Stakeholder Platform (MSP) on ICT Standardisation, to establish an inclusive work system and mechanism on standardization, etc. Delegates proposed several modification comments to CCSA’s strategic development and asked secretariat to finish its text (draft for comments) as early as possible and asking for comments later. The meeting also approved three candidates of supervisor proposed by CCSA Supervisory Committee to the next CCSA General Assembly for election and agreed to hold next meeting of CCSA Council and General Assembly in the middle of January, 2018.
